SOMETIME, CACHET WITH WORDING "URUSAN POS", "ATAS URUSAN POS" ETC WILL BE ADDED ON THE NORMAL ENVELOPES & USED IN THE SAME WAY. THESE ENVELOPES WERE SENT WITHOUT PASTING ANY STAMPS.
